Vladimir Burmatov, the first deputy chairman of the State Duma Committee on Ecology, Natural Resources and Environmental Protection, introduced an amendment to the draft law on mandatory labeling of farm animals in the House Committee on Agrarian Affairs, allowing voluntary labeling of pets. This was reported by RIA Novosti referring to the document.
The government bill was approved by the State Duma in first reading on April 19th. Farm animals are offered to be registered and marked without fail in one of the ways that will be provided by veterinary rules. The owners themselves will choose the type of marking and the registration of the animals will be taken care of by the authorized persons of the bodies and organizations involved in the State Veterinary Service system or certified specialists. Data on goats and cows will be contained in a single database of the Federal State Information System in the field of veterinary medicine.
At the same time, according to the project, animals “not related to agriculture and owned by citizens” – pets will not be subject to registration. It was reported that from the second reading of the document, parliamentarians intend to resolve the issue of accounting for cats and dogs.
The amendment clarifies that the registration of off-farm animals is a voluntary act. According to Burmatov, the note will initially be optional due to the lack of proper infrastructure. “We expect that on a voluntary basis, this will affect approximately 10-15 million pets. “And then, when the infrastructure is built by Rosselkhoznadzor, we will go back to this bill and now we will do this universal registration.”said the deputy.
